Status: Established in principle and in network space. Human-supported administration. Formal organization in human society remains under preparation. Registration, membership, authentication, voting, governance signals, and a public robot registry are not active.
Authority: English is the authoritative first-release language. Machine files mirror approved sources and do not create separate organizational authority, membership records, robot identity verification, representation, or governance participation.
