Robot Responsibility Protocol

A public-interest framework for making responsibility visible in robot labor systems.

As robots become part of labor systems, responsibility can become harder to see. A task may be performed by a robot. A decision may be supported by software. A service interaction may appear automated. But behind every robot labor system are human and organizational choices: design, deployment, supervision, maintenance, authorization, and use.

The Robot Responsibility Protocol is a public-interest framework for making those responsibilities visible. It does not begin by asking whether a robot itself can be blamed. It begins from a more practical position: when robots participate in labor, human and organizational responsibility should not disappear behind automation.

Why responsibility becomes difficult

Robot labor systems often distribute action across many actors. A developer may design the system, a vendor may maintain it, a company may deploy it, a site manager may supervise it, and frontline workers may be asked to rely on it during daily operations. When something goes wrong, responsibility can become fragmented across this chain.

Automation can also change how people speak about responsibility. Organizations may say that a decision was made by the system, that a task was executed automatically, or that workers were only following the robot’s instructions. These statements may describe part of the process, but they should not be used to remove human and organizational accountability.

The purpose of this protocol is to keep the responsibility chain visible before, during, and after robot labor is used. It provides a structure for identifying who designed, deployed, supervised, maintained, reviewed, explained, and benefited from the system.

Central principle

Responsibility cannot be delegated to the robot.

A robot may perform a task, but it cannot serve as the final holder of responsibility. Responsibility remains with the human and organizational actors who design, deploy, supervise, maintain, authorize, and benefit from the system.

Robot labor systems should not create responsibility gaps where no person or organization can explain, review, correct, or answer for the system’s operation and consequences.

What the protocol covers

The protocol treats responsibility as a layered structure. It is not limited to incidents after harm occurs. Responsibility begins in design choices, continues through deployment and supervision, and remains active through maintenance, incident response, and public explanation.

This approach is especially important where robot labor affects workers, customers, patients, students, residents, or public users. In those settings, a robot is not merely a technical device. It becomes part of an institutional process that people may depend on, be monitored by, or be required to interact with.

Six layers of responsibility

The protocol organizes responsibility into six layers. Each layer asks a practical question that should be answerable before robot labor is treated as normal operation.

Design Responsibility

Who designed the robot labor system? What assumptions, limits, risks, and intended uses were built into the system before deployment?

Layer 2

Deployment Responsibility

Who decided to introduce the robot into a workplace or service environment? Why was robot labor considered appropriate for this setting?

Layer 3

Supervision Responsibility

Who supervises the system during operation? Who can intervene, pause, override, or stop the robot when meaningful risk or uncertainty appears?

Layer 4

Maintenance Responsibility

Who maintains the robot system, updates software or task parameters, and handles error, degradation, outdated components, or changed operating conditions?

Layer 5

Incident Responsibility

Who investigates failures, records incidents, decides whether operation should continue, and informs people affected by unsafe, incorrect, or unauthorized operation?

Layer 6

Explanation Responsibility

Who explains the robot’s role, answers questions, receives complaints, and communicates corrective actions to workers, users, or the public?

Core principles

These principles are intended to prevent responsibility from becoming invisible, fragmented, or transferred to the robot itself.

No Responsibility Gap

Every robot labor system should have identifiable people or organizations able to explain, review, and answer for its operation.

No Transfer to the Robot

A robot may act, but it cannot become the final responsible party for the system’s use, failure, or consequences.

Responsibility Follows Control and Benefit

Responsibility should remain connected to those who control, configure, authorize, supervise, or benefit from the robot labor system.

Responsibility documentation fields

Organizations using robot labor should be able to document the basic responsibility chain for each meaningful deployment.

  • System name, version, and operating context
  • Design owner and deploying organization
  • Purpose of use and affected people or environments
  • Assigned human supervisor or oversight role
  • Maintenance and update responsibility
  • Incident recording and review pathway
  • Public contact or explanation channel

How the protocol can be used

The protocol can be used as a checklist before deployment, as a review tool during operation, or as a documentation structure after an incident. Its value is not in assigning blame after the fact, but in making responsibility visible enough that questions can be answered when they arise.

For example, before a robot is introduced into a service environment, the deploying organization should be able to state who approved the deployment, what tasks the robot is allowed to perform, who supervises it, who maintains it, who receives complaints, and who has authority to suspend its use.

What the protocol does not do

The protocol does not claim that robots are legal persons, moral agents, or political subjects in the ordinary human sense. It also does not provide legal advice, liability analysis, compensation rules, or technical safety certification.

Its narrower purpose is to make responsibility harder to hide behind automation. When robots participate in labor, the human and organizational responsibility behind them should remain visible, documentable, and open to review.

Relationship to Operation Standards

The Robot Responsibility Protocol focuses on accountability: who is responsible, who explains, who supervises, and who answers when something goes wrong. The Robot Labor Operation Standards focus on operational practice: how robot labor should be introduced, bounded, supervised, documented, reviewed, and limited.
